Former police Col. Royina Garma confessed before the Quad Committee that DU30 rewarded cops for "Drug War" kills. She said that such was the “Davao model,” a system involving three levels of payments: if suspect is killed, funding for case operations plan, and refund of operational expenses.

As directed by RR Duterte himself, Garma recruited an Iglesia ni Kristo member, police Lt. Col. Edilberto Leonardo who established the group composed of PNPA graduates to implement the drug war nationwide. And he submitted the plan of an operational task force to then Duterte’s close aide, Bong Go. It was Leonardo himself who recruited his trusted personnel, mostly former police officers, to carry out the EJKs.

Human Rights group, Karapatan, said that Garma’s testimonies essentially names Rodrigo Roa Duterte and the PNP as having had a direct role “in the mass murder of thousands (more than 30,000 victims) in their sham drug war.”

Brutal Drug War

Relatedly, a Sunday Inquirer headlined "REWARDS OF UP TO P1M LED TO ‘NARCO-POL’ SLAYS.”

In the same Inquirer edition front-page, it was reported that nine mayors were killed in the first two years of the Duterte administration’s brutal drug war.

Given the personal accounts of various citizens, former government officials, police officials and even drug personalities, as publicly streamed live on TV and in the mainstream media, not to mention varied comments in social media, former President Rodrigo Roa Duterte has been practically tagged as the “EJK Mastermind” and deserves to be investigated, if not by the QUAD Committee, then officially by DOJ Secretary Crispin Remulla.

Justice For Everyone

Needless to say, all other persons that were named somehow as direct/indirect participants (for example, Bong Go, Sara Duterte) or enablers of Duterte’s bloody program of "solving" the country’s drug problem should also be investigated and hold to account.

The fact is such is the basic mandate of the country’s topmost leadership, President Bongbong Marcos and his VP Sara Duterte, “to give justice to everyone.”

So, can the Filipino people now expect a regime of Justice, Peace and Progress for the Philippines soon?
