Latest news: “Local Executives call for Charter Change.” This was a move likely triggered by the public announcement of the Speaker of the House to push for Charter Change as among the programs of the House of Representatives. Whoa, despite varied critical national problems plaguing the country today, foremost of which is the country’s economic recovery, our public executives find time to align themselves with the Senators and Congressmen to tamper with the Constitution. The fact is our government officials haven’t seriously implemented the key provisions of the Constitution.

As mandated, have these elected public officials been able or at least began “to build a just and humane society”? That is, have they made sincere and effective efforts to reduce the estimated 20 percent of extremely poor Filipinos down to at least 5 percent since they were elected more than five years ago? Please note that of the more than 112 million Filipinos, almost fifty percent are considered poor. With the legislative officials, will the Filipino people still wait in vain for them to pass a law to fully apply the Anti-Dynasty Law, a critical law that can stop the decades-old practice of elected officials to hold on to their greed for amassing wealth and political power for generations?

Have the LGU executives, along with the “Protector of the People” Philippine National Police (PNP), faithfully applied one of the most important features of the Constitution, the protection of Human Rights of their constituents? In their own respective jurisdictions, have these local executives lifted a finger to comfort and find justice for the families of the thousands of EJK victims under the Drug War Program of former President Rodrigo Roa Duterte and his lead implementer, the former PNP chief and now Senator Bato de la Rosa? It is sad news indeed that almost daily, millions-worth of prohibited drugs are being confiscated by the police in various cities and towns, and that is, more than six years now since the former President Rodrigo Roa Duterte trumpeted his key program of solving the drug problem in a matter of weeks. Or a relevant question to raise: what has the DOJ Secretary been doing about these human rights violations, even if only those committed in the NCR?

There’s somehow a saving grace – Rep. Edcel Lagman issued a public statement to alert the people about the questionable plan of Charter Change, where the LGU executives will initiate a People’s Initiative by giving a form for their constituents to sign after giving each citizen P100. He asks some disturbing questions: “(1) who is the mastermind of this campaign; (2) what are the proposed amendments to be pursued; (3) where do the funds come from; and (4) why buy the voters’ initiative?”

The Filipino people expect their representatives in the Senate and House of Representatives, and their LGU executives to be genuine public servants by being pro-people selfless compassionate SERVANT-LEADERS, not self-serving greedy dynastic elites!
