TACLOBAN CITY - The Department of Justice – Parole and Probation Administration (DOJ-PPA) celebrated its 48th Founding Anniversary and 30th Probation and Parole Week from July 18-24.
This year's theme, "Embracing the Digital Age: Innovations and Transformation of Governance in Supervision Interventions," highlighted the agency's commitment to embracing modern technology to improve its services.
One of the most notable innovations showcased during the celebration was the Kusina ni Kawil project, a testament to the DOJ-PPA's dedication to community outreach and social responsibility.
Fishers of Men
According to Regional Office in Charge (ROIC) Ma. Beverly Duque Ampo, the initiative draws inspiration from the biblical mandate of Mark 1:17, calling for a higher calling to be "Fishers of Men."
"Kusina ni Kawil" serves delicious and affordable food to the public while simultaneously raising awareness about the importance of caring for those in need.
The project is unique in such a way that it is managed by individuals or former persons deprived of liberty (PGL) who have benefited from the parole and probation program, providing them with a meaningful opportunity to reintegrate into society, gain valuable skills, and build a positive image within the community.
This empowers them to contribute to a better future while showcasing their potential for positive change.
Brotherhood at KAWIL
The project ensures that 70 percent of the income generated goes directly to the individuals managing the "Kusina ni Kawil" as their salary, while the remaining 30 percent is allocated for operational costs.
The menu at "Kusina ni Kawil" is a tantalizing mix of Filipino favorites, offering a taste of both traditional and modern dishes.
Customers can choose from a variety of options, including grilled fish, grilled pork, chicken inasal, pork sinigang, lechon kawali, fried fish, buffalo wings, pansit canton, tortang talong, ginataang kalabasa, veggie salad with quail eggs, fruit salad, sunny side up egg, boiled cassava, bagoong alamang, and rice.
The project is a core component of the Kapatirang Alalayang Wagas para sa Institusyonal na Laban (KAWIL) Movement, which aims to foster a peaceful, orderly, and responsive community.
The "KAWIL" movement, rooted in the principle of "brotherhood and genuine support for institutional struggle," continues to grow, spreading seeds of hope and promoting social cohesion.

This innovative project, located at Bulwagan ng Katarungan in Ramon Magsaysay, Tacloban City, serves as a powerful symbol of the DOJ-PPA's commitment to serving the community beyond its traditional mandate.
