Solutions that create problems

After winning the elections, Sangguniang Kabataan (SK) officials have started to settle down and begin their projects for the community right before the year ends. But delays and other common problems seem to welcome the start of their term.

According to the Department of Interior and Local Government (DILG), it is mandatory for SK treasurers to undergo bookkeeping training under the Technical Education and Skills Development Authority (Tesda). However, that is where the problem starts. While the purpose is to ensure the qualifications of the treasurer, the lack of available training centers offering the course hinders the chance of the officials to start strong.

Many SK chairpersons in Leyte are resorting to solicitation if not spending their own money to come up with projects and activities. This is due to the fact that no SK funds will be released unless both SK secretary and SK treasurers are able to conduct an oath. This will lead us back to the issue that they won't be able to take the oath without training.

This cycle of problems would continue unless local government units and Tesda act. Prioritizing the elected officials is useless if there are no courses to be offered in the first place.

Several of these youth leaders had sought help from their LGUs only to be told that they too have no idea when these courses will be available.

To add burden, communities are also pressuring these young leaders to immediately start mobilizing without knowing the roadblock. The solution created by DILG as a sort of quality control appears to now backfire. If these trainings will not be available soon, the government itself may unconsciously be teaching these young generations of politicians to keep on accepting their honorariums without putting in hard work and genuine public service.
