Blaze Probe A major fire in Naval, Biliran destroyed a mall and grocery, causing ₱44 million in damage, as authorities investigate its cause, response efficiency, and possible safety lapses.

A fast-moving fire tore through a commercial district in this capital town, destroying one of the town’s oldest shopping malls, a grocery store, and several adjacent businesses, with damage now estimated at ₱44 million, authorities said.

According to the Bureau of Fire Protection (BFP), the blaze broke out at around 12:02 p.m. in Barangay Santissimo Rosario and quickly escalated into a major incident that required multiple fire units from nearby municipalities.

The fire was brought under control at 1:22 p.m. and declared out by 2:42 p.m., though not before it gutted key commercial establishments, including a mall complex and a grocery store.


Initial findings from the BFP indicate that the fire may have originated from an overheated generator that reportedly triggered an explosion inside a department store, allowing flames to spread rapidly through tightly packed shops containing flammable goods.


At least four individuals including firefighters and civilians sustained minor injuries during the incident, while no fatalities were reported.


In a statement, local BFP officials emphasized that the quick response of firefighters, along with augmentation from neighboring towns, helped prevent the fire which was declared to be at alarm delta from reaching nearby residential areas.


They also assured the public that a full investigation is underway, noting their “commitment to ensuring public safety” and improving fire response systems.


However, accounts from witnesses pointed to challenges that may have contributed to the scale of the damage. Residents said fire trucks had difficulty accessing the site due to narrow or congested passageways, while the proximity of commercial units allowed the blaze to spread quickly.


Some observers have raised concerns over possible lapses, including fire safety compliance in the affected establishments and the adequacy of urban planning in densely built commercial zones.


Others questioned whether earlier containment might have been possible with improved access routes and stricter enforcement of fire codes.


The BFP has not confirmed any violations as of this writing, stressing that conclusions will depend on the outcome of its ongoing investigation.


The incident adds to growing concerns over fire risks in commercial areas, with authorities reiterating that prevention is a shared responsibility between business owners, local governments, and emergency services.
