A recent viral video showing armed men in civilian clothes standing alongside police personnel at a checkpoint in Albuera, Leyte has put the local police under scrutiny, raising questions not only about the identities of the men but also about who authorized them to be there.
The footage, which circulated on social media on Wednesday, prompted the Leyte Police Provincial Office (LPPO) to launch an investigation into the incident.
Police have yet to identify the armed individuals or determine whether they were legally authorized to carry firearms or perform any function at the checkpoint.
he Meanwhile, the ersonnel assigned to the concerned border control point were relieved from their posts, while Albuera police chief Maj. Franklin Romeo Parangan was recommended for administrative relief pending the outcome of the inquiry.
LPPO chief Col. Celerino Sacro Jr. ordered investigators to establish the circumstances surrounding the presence of the civilians, including their identities and authority.
The episode comes at a particularly sensitive time for Albuera, where firearms and political security have repeatedly figured in public incidents.
Only weeks earlier, Albuera Mayor Rolan “Kerwin” Espinosa surrendered his loose firearms to local police following a directive for the turnover of unauthorized guns.
Espinosa said he complied voluntarily to demonstrate his commitment to following the law.
The town has also seen deadly gun violence this year.
On June 15, two people were killed and three others wounded when armed men opened fire on a vehicle in Barangay Salvacion.
Police later arrested one suspect and recovered an M14 rifle, an R4 rifle and ammunition. Another alleged gunman remained at large.
That history gives the latest video added significance.
A checkpoint is one of the most visible expressions of police authority on the road.
Officers manning one are expected to operate under clearly defined procedures, particularly when firearms are involved.
The unexplained presence of armed civilians beside uniformed personnel therefore raises questions that go beyond the video itself.
Among the issues investigators must settle are whether the men possessed valid firearm documents, whether they were authorized security personnel, whether they had any official role and whether their presence was known and sanctioned by the police command.
The LPPO has promised an impartial investigation and said anyone found to have violated laws, rules or regulations would face appropriate action.
For Albuera residents, however, the issue is ultimately about more than accountability after a video goes viral.
It is about knowing who has the authority to carry a gun, who has the authority to enforce the law and whether those two powers are being clearly separated at the checkpoint.
Until the police provide those answers, the footage will continue to raise a troubling question: Who were the armed men standing beside the police, and who allowed them there?
