The impact of Singson's resignation from ICI

The resignation of former Department of Public Works and Highways (DPWH) Secretary Rogelio “Babes” Singson has delivered a major blow to the credibility and momentum of the newly formed Independent Commission on Infrastructure (ICI). Among its members, Singson stood out as the most experienced and highly respected figure armed with intimate knowledge of DPWH’s inner workings and the institutional memory necessary to identify systemic flaws and entrenched corruption. His presence alone lent strong legitimacy to the Commission’s mission.

It is understandable that Secretary Singson cited health concerns as a primary factor in stepping down. Yet it is his admission of serious security threats to his life and by implication his family’s that raises deeper alarm. These threats do not come out of nowhere. They can only come from those who fear exposure and accountability, actors whose power, resources, and willingness to intimidate insiders must not be underestimated.


This development has far-reaching repercussions. When someone of Singson’s stature known for competence, integrity, and public service no longer feels safe to help uncover the truth, what message does that send to the rest of the country? It creates a chilling effect, discouraging potential whistleblowers and witnesses who lack the same influence and protections. It emboldens those who wish to maintain the rotten status quo.


If the government cannot guarantee the safety of a prominent and respected reform advocate like Secretary Singson, how much more vulnerable are ordinary employees, contractors, and citizens who hold key information? The entire premise of the ICI that truth will be pursued without fear or favor is now in serious doubt.


The resignation must not be treated lightly nor dismissed as a mere personal decision. It is a warning, a reflection of how deeply corruption is embedded within the government and how dangerous genuine reform can be. To protect the integrity of the Commission and the credibility of the government’s anti-corruption agenda, firm and visible action is needed: ensure security, hold perpetrators accountable, and reaffirm that no one, not even the most powerful, can silence the truth.
