Skybound Facelift Airport's Evolution Impacts on Travelers

Change is on the horizon for the Iloilo International Airport, and it’s not just about sprucing up the terminals or expanding the runways. The impending improvements to the airport in Cabatuan, Iloilo Province, signal a new chapter in the region's journey towards progress and prosperity.

The Department of Transportation (DOTr) is gearing up to revamp the airport, with plans to hand over the reins to a private partner by the first quarter of 2025. This move aims to breathe new life into the airport, making it more modern, spacious, and sustainable.


Transportation Asst. Secretary Enrique Antonio Esquivel III recognizes the aspirations of the people of Iloilo City and the province for a revamped airport. 


Economy Driver

In a letter to Mayor Jerry Treñas, he emphasized the importance of a revitalized airport in driving economic growth and activity in the region.


Leading the charge is Prime Asset Ventures Inc. (PAVI), the holding company of businessman Manuel Villar's group. PAVI was the first to propose a public-private partnership (PPP) for the operation, maintenance, and expansion of the airport.


Negotiations between PAVI and the authorities are underway, with a negotiation period of 80 days, extendable up to 150 days. Once finalized, the proposal will undergo scrutiny from the DOTr Secretary and the Civil Aviation Authority of the Philippines (CAAP) Board before proceeding to the comparative challenge period.


A Welcome Development

Mayor Treñas welcomed the progress on airport privatization, expressing optimism about the Villar Group's involvement. 


Treñas expressed belief that PPP is the way forward for certain areas of governance, including airports.


"I am happy that the interest of the Villar group is now moving forward. I have always believed that PPP is the way to go for certain areas in our governance, and the airports are one of them. The Aboitiz and Megaworld groups are also interested. The procedures under the new PPP law will have to be followed. 


"Hopefully, as indicated in the letter of DOTR by the first quarter of 2025, the whole PPP process will have been completed. I support it 120 percent,” Treñas said.
