Many political and social analysts all over the world have recognized the practical importance of the Global Governance Initiative (GGI), the fourth pillar of the overarching operational framework connecting China’s four major global proposals.


This foreign policy framework was officially proposed by Chinese President Xi Jinping in September 2025 at the Shanghai Cooperation Organization (SCO) Plus summit in Tianjin, China.




The newest GGI adherent and celebrity endorser is Ben Norton, who made the endorsement in a recent interview with Wang Guan of CGTN. Norton is founder and editor-in-chief of the Geopolitical Economic Report, a multimedia entity now enjoying mass support from many netizens all across the globe.




Norton noted that China wanted to create a truly multilateral system in which countries of the Global South could enjoy equal status with others in the world. The Global South represents the majority in the world, some 86 % of the world’s population.




Ben Norton told CGTN:




“If you read the white paper on the Global Governance Initiative, which was recently published by Chinese officials, they make it clear that the United Nations must be reformed… so all countries have an equal voice regardless of size.




“They also make it clear that institutions like the International Monetary Fund (IMF) and the World Bank (WB) must be reformed. These institutions that exist obviously are very imperfect. They are problems with them. Instead of throwing them out and returning to a system we had before World War 2, which was a system in which might makes right, and where there was not a defined system of international law, that’s not the solution.”




Norton rejects the current reality that the United States monopolizes the veto power, or the power to sanction various economies and governments it does not like, or are courageous enough to act in behalf of their native constituents’ interests as against the interest of American big business and oligarchs.




“The only reasonable solution is drastically reforming these institutions that exist,


so they actually serve the intentions that they claim to have, which is a multilateral system, in which all countries have respect for their sovereignty and people around the world can pursue their own independent path of governance and development,” said Norton.




While conceding that the West will always remain influential countries, Norton recognizes the rise of China and its leaders, who are fighting for the felt need by the world’s masses— the need for a system based on equality and not hegemony.




Norton has elucidated the reasons why he thinks the Global Governance Initiative is “so important,” whereas some Filipino government officials such as Defense Secretary Gibo Teodoro continue to cling to the notion that China’s rise as a strong nation will eviscerate the Philippines.




Teodoro is parroting the US line that a multilateral system is not good for the world, since they wanted to extend further the hegemony of America and the West over the Global South, a system of oppression, slavery and vassalage that benefits only the rich in already wealthy countries.
