Farmer discusses good governance with PBBM

PBBM: What's this I hear about the inefficiency of my governance? I am now doing the right sizing of government agencies like DA and DOH. Is this not assurance to my critics that I intend to have an efficient bureaucracy and good governance? What more are they asking from me?

KA MON: Mr. President, you said in a press conference that the problem with agriculture is so deeply- rooted after so many years of neglect by previous administrations that they need a President to correct things; that you intend to institutionalize all these and put in place the right persons. Then they will not need you.

PBMM: Yes, that’s true. Through agriculture our economy must move forward after the devastating pandemic.

KA MON: I completely agree, Sir. But when you have most of the employees in an office like DA as job order, (1.6 million and fully- trained for the whole government) you think they will do their job well for fear of losing their jobs? NO because they expect to lose their jobs anytime and are prepared for it and would rather make money first before good public service. A Performance Audit will not bring fear to temporary employees as they know they could always be replaced the next year (ENDO or end of contract). If employee is not well- connected but is interested in their jobs, his survival and desire to keep his job is not foremost in his mind. So "right sizing" is not the answer for more efficient bureaucracy to deliver basic services and assistance.

PBBM: Oh, that is why I am appointing retired generals in the bureaucracy so that they will not have in their minds about keeping their jobs like my appointee at DoH.

KA MON: You are right but WRONG, Mr. President.

PBBM: What's this gobbledygook? Generals have discipline and have a name and prestige to preserve. So I can trust them as did former President Duterte.

KA MON: Birds survive on air, fish survive on water, if you switch their environment they cannot be efficient or even die .

PBBM: Huh?

KA MON: What I’m saying, Sir, is that their efficiencies are impeded if they are not in their natural environment. Our generals are trained in discipline to secure our country. Others are trained in public administration for public service. And there are those trained in business administration to make profits. While others are trained in creativity to deliver a message. And there are those trained in Technology to be creative and productive. I hope that your next appointee in agriculture is someone trained in technology to be creative and productive for our food self- sufficiency. Do you want more examples?

PBBM: Bring them on.

KA MON: Sir, we dealt with good governance and efficiency. Next time we will deal on good representation, goal setting and targeting the distribution of funds by Congress. Let's do this in my next column since I am running out of space. Ka Sonny tells me not to fill you up with what a grassroots thinker like me thinks on matters of governance because you still have to party tonight and I shouldn’t be a kill joy. Good day Sir and may the Lord guide you in your decisions especially now that you still do not have strong political machinery to help you in your governance for UNITY.
