It was a double win for the San Pedro City Civil Registrar’s Office as it received two distinctions that ranked it among the “most outstanding” civil registry offices in Laguna province and Calabarzon region.
These awards were presented to City Civil Registrar Riah Fojas, who represented City Mayor Art Mercado, during the regular monthly meeting of the Laguna Association of Civil Registrars (LACR) held at the San Pedro City Hall last February 27.
The first award, from the LACR, placed the San Pedro City Civil Registrar’s Office as 2nd among the Most Outstanding Civil Registry Offices in Laguna for 2023.
The City Civil Registrar's Office also ranked 4th at the Extra Large Category among outstanding LCROs in Calabarzon for 2023, an award given by the Philippine Statistics Authority (PSA) regional office.
“Ang lungsod ng San Pedro ay kabilang sa kategorya ng Extra Large, na nagsasabing ang bilang ng ating isinusumiteng civil registry documents ay umaabot sa 4,000-9,999. Sa buong Region IV-A ay 134 LCROs na bayan ang kasama sa kategoryang ito,” Fojas said in a message to OpinYon Laguna.
How was the San Pedro City Civil Registrar’s Office able to receive these awards?
“Ang ating opisina ay sumusunod sa pamantayan ng PSA kaya naman isa ito sa naging dahilan ng ating tagumpay. Una na dito ang pagsusumite ng buwanang report ng mga rehistradong dokumento ng mas maaga sa takdang araw na inilaan ng maayos,maganda at malinis maging ang paggamit at pagpapasa ng Philippine Civil Registry Information System o PhilCRIS. Sunod na dito ang pakikiisa ng ating opisina sa Birth Registration Assistance Project (BRAP) ng PSA,” Fojas enumerated.
Aside from this, the City Civil Registrar’s Office also conducts regular mobile registration (for birth certificates) and information dissemination campaigns, as well as trainings with local clergy, hospital and funeral workers (for death certificates) and the Kasalang Bayan events every February, June and December (for the legalization of marriages).
Cooperation with other local civil registry offices
Aside from these efforts, Fojas also underscored the collective and cooperative efforts among her office and other civil registry offices in the province.
This was one of the key elements discussed during the LACR monthly meeting, with the theme “Building a Resilient, Agile and Future-fit Civil Registration and Vital Statistics System.”
Among the issues and topics discussed during the meeting include the implementation of memorandum circulars issued by the PSA in regards to birth registration.
“Natalakay din ang updates sa recent development sa civil registration na may kinalaman sa spurious o huwad na rehistradong birth certificates,” Fojas told OpinYon Laguna.
“Nakakatulong ang maganda at regular na ugnayan ng mga civil registrar’s sa lalawigan ng Laguna sa pag-uusap ng mga issue and concerns na na-eencounter ng bawat isa. Nakakatulong din ang experience ng ibang LCRO para sa mga posibleng makaharap na issue o problema ng mga kliyente sa kanilang mga dokumeto ng ibang Local Civil Registrar,” she added.
