The city of San Pablo, Laguna has become the latest in a string of local governments in Laguna province seeking to regulate the use of electric bicycles and tricycles.
Under City Ordinance No. 19 Series of 2025, the San Pablo City LGU has laid down strict regulations regarding the use of e-bikes and e-trikes.
These vehicles will still be allowed to ply major roads in the city, but restrictions have been placed on who can drive them.
The new regulations specify that only those above 16 years old who hold a valid driver's license or a student permit from the Land Transportation Office (LTO) will be allowed to drive e-bikes in San Pablo City.
Aside from requiring them to abide by traffic rules such as passing through bicycle lanes, drivers and riders of two-wheeler e-bikes are also required to wear ICC-certified helmets.
The new ordinance also set limits on the capacities of various categories of electric vehicles - one rider for two-wheeled e-bikes; two passengers for e-tricycles; and three passengers for four-wheelers.
San Pablo City is the second local government unit in Laguna province to pass a local ordinance regulating the use of e-bikes and e-trikes, after the city government of Biñan passed a similar ordinance in 2023.
