Samar local legislative body wins national recognition

LUCENA CITY – Gamay, a small municipality in Northern Samar, has been adjudged a national winner for the 2025 Local Legislative Award for 4th to 6th class municipality.

The award was given during the 2026 Philippine Councilors League (PCL) National Congress at the World Trade Center in Pasay City on Thursday, March 5.


Vice Mayor Clarita Gomba and Sanggunian Bayan members Belarmino Albino, Romulo Albino, Teresita Valles, Aida Calim, Crisanta Montances, Renie Rebay, Nimfa Jaldo, and Eddie Pelembergo received the plaque of national recognition signed by DILG Sec. Juanito Victor Remulla, Vice Mayors League of the Phil. National President Maynard Francis Bumanglag, PCL National Chairman Atty. Raul Corro, and PCL National President Samuel Huertas.


The award honors “the Sanggunian’s exemplary performance in enacting transformative ordinances and resolutions that build the foundation of meaningful local administration and development,” adding that its “legislative innovations have significantly advanced the socio-economic and environmental outcome for your constituents, setting a national benchmark for transparent and people centered governance.”


Atty. Ceasar Clacito, Public Employment Service Office Manager was elated by the award saying:


“This National Award is a powerful statement that our Sangguniang Bayan delivers legislation that truly serves the people. Gamay sets the bar for excellence in local governance.”


Gamay is composed of 26 barangays and has a population of over 32 thousand inhabitants.


Its municipal government is led by the tandem of Mayor Timoteo Capoquian Jr and Vice Mayor Clarita Gomba.
