'Saad Na Balay' For ex-Reds

A promise to exist?

A part of the success in the fight against insurgency in the region is the promise of better lives and renewed existence for rebels upon their return to the fold. This promise includes protection, livelihood and, most importantly, homes.



Recently, former rebels from San Jose de Buan, Samar received their “Saad na Balay” (Promised Home) last April 4 at Barangay Poblacion 1. Now known as peacebuilders, they are former members of the New People's Army (NPA).


Aimed to support former rebels by offering them adequate housing and allowing them to embark on a fresh start following their surrender to the government, the project received a budget of P4 million which was shared by the provincial government of Samar and the municipal government.



A total of 10 houses were turned over to 10 peacebuilder beneficiaries, while seven others are still being constructed.


In addition to the funds, Sen. Robinhood Padilla who was present in the turn over ceremony pledged to cover the expenses for one housing unit and provided P200,000 to the peacebuilders group.


The Department of Social Welfare and Development (DSWD) also distributed P10,000 to each rebel returnee as Assistance to Individuals in Crisis Situation or AICS.


Starting Anew

Meanwhile, Brigade Commander of 801st Infantry Brigade, Brig. Gen. Lenart Lelina called on to the remaining Communist-NPA-Terrorists (CNTs) to return to the fold of the law and avail of various government assistance to help them start their life anew.



“To our Peacebuilders, this day marks the beginning of a new chapter in your lives. May this endeavor open doors to new possibilities and broaden our vision for the future. Through our continuous efforts and cooperation, let us make meaningful strides forward,” Maj. Gen. Camilo Ligayo, 8ID Commander, said.



On the other hand, San Jose De Buan Peacebuilders President Tito Labong expressed their gratitude and commitment to help in ways they can.


“Ang aming maipapangako sa inyo, habang buhay pa kami, hanggang sa ano ang aming magagawa, tutulong at tutulong kami sa gobyerno upang umunlad, magkaroon ng kapayapaan ang San Jose de Buan kasama na ang buong Pilipinas,” Labong stated.
