Rightsizing equals improved public service delivery

This is the mathematical equation posed by Rep. Alexie Tutor. Rightsizing was among the first pronouncements of President Marcos but nine months later, no one is talking about it. Except the Department of Budget and Management. Everyone is working at bloating the bureaucracy.

Bohol Rep. Alexie Besas Tutor (3rd District) said the bills on government reorganization, rightsizing are potent combo to improve public services delivery. But that is assuming that those to be retained in such rightsizing are those dedicated, focused and work-oriented civil servants, otherwise such efforts will mean nothing to taxpayers who pay their wages.

I thank my colleagues in the House, especially the House leadership under Speaker Martin Romualdez, for the solid support that enabled House Bill 7027 to get approved on third and final reading by the chamber.

HB 7027 gives the national government added flexibility to implement government reorganization, more so when new departments are created and when offices are merged. With HB 7027, it would be easier to fill vacant positions with qualified people.

HB 7027 and the government rightsizing bill (HB 7240), are a potent combination to significantly improve how government works and how public services are rendered to the people.

HB 7240 has been approved at committee and is up for plenary sponsorship, deliberations and voting, while it will soon be the turn of senators to work on HB 7027.

As of now, there is not counterpart Senate bill to HB 7027, but there are at least 8 Senate bills with reorganization some agencies as subject matter.

Origins of HB 7027 can be traced to when Republic Act No. 11201 created the Department of Human Settlements and Urban Development and when Executive Order No. 58 approved the merger of the Home Guaranty Corporation and the Philippine Export-Import Credit Agency (PHILEXIM) and further renaming the same as Philippine Guarantee Corporation. There are also numerous initiatives from Congress proposing bills on the creation and/or merging of government agencies into one department.

Government should be able to retain people who have served as appointive officials and as employees with valid appointment because they are already familiar with government policies, operations, and procedures.

Also, there are hundreds of thousands of contract of service and job order employees waiting for appointment to plantilla positions.

In the current law and regulations on government reorganization, appointive officials and employees who do not have a permanent appointment are not covered by the preference for appointment to new positions in the new approved staffing pattern.
