Quezon Cities leads to Effective Governance

Tayabas City Mayor Lovely Reynoso ranked eighth, together with Cabuyao City Mayor Dennis Hain, at 71.42 percent and 70.69 percent, respectively, in a comprehensive assessment of performance in effective governance.

The performance appraisal survey was conducted in Regions 4-A (Calabarzon) and B (Mimaropa) conducted by RP- Mission and Development Foundation, Inc.


Lucena City Mayor Mark Alcala is also among the Top 10, placing in ninth with 60.24 percent rating.


Criteria for effectiveness

The independent and comprehensive assessment of City Mayors' effectiveness criterion include service delivery, financial acumen, economic progress, leadership governance, environmental conservation, social initiatives, and community engagement.


The list was led by Lipa City Mayor Eric Africa, with 89.72 percent, followed by Tagaytay City Mayor Abraham Tolentino with 88.85 percent.


Others favored were: Santa Rosa City Mayor Arlene Arcillas, 87.51 percent; Calamba City Mayor Ross Rizal, 86.73 percent, Antipolo City Mayor Jun Ynares, 86.67; Batangas City Mayor Beverly Dimacuha, 85.93; San Pablo City Mayor Vicente Amante, 85.68; Imus Mayor Alex Advincula, 83.22; Dasmarinas City Mayor Jenny Barzaga, 83.10; Calapan Mayor Marilou Morillo, 82.87;


Mayor Denver Chua of Cavite, 80.35; Mayor Strike Revilla of Bacoor, 80.19; Sto. Tomas City Mayor Arth Marasigan, 77.52, San Pedro City Mayor Art Mercado, 76.81; Mayor Arman Dimaguila of Binan City, 76.64; Puerto Princesa City Mayor Lucilo Baylon, 73.38; Mayor Mark Alcala of Lucena City and Mayors from General Trias Luis Ferrer IV, both 58.31; Trece Martires Mayor Gemma Lubigan, 58.12, and Tanauan City Mayor Sonny Collantes with 57.83.

The regional survey is a segment of the national "RPMD's Boses ng Bayan" poll conducted from June 15 to July 5, 2023.


The foundation ensured a robust methodology by engaging 10,000 registered voter respondents across different districts, ensuring accuracy with a sampling margin of + 1 percent at a 95 percent confidence level. The selection was random, and respondent distribution mirrored official voting demographic data.
