PUVMP doomed to fail?

Iloilo City Councilor Romel Duron has raised concerns about the enhanced Local Public Transport Route Plan (LPTRP), urging the Department of Transportation (DOTr) to postpone its implementation. Duron pointed out the lack of support and training for transport cooperatives, despite claims by the Land Transportation Franchising and Regulatory Board (LTFRB-6) that a significant portion of traditional jeepneys have already consolidated.

Out of 2,535 traditional jeepneys in Iloilo City, only 520 modernized units are operational, well below expectations. Duron highlighted internal conflicts within transport cooperatives, such as management issues and inadequate training under the fleet management system.

While the concept of modernization is sound, its execution and support systems are lacking. The government allocated substantial funds for the program, aiming to provide subsidies and loans for PUV owners to acquire modern vehicles. However, the challenges lie in implementation, management, and support.

The LTFRB emphasized the benefits of consolidation, including equitable allocation of PUV units to prevent competition among drivers. Yet, the reality on the ground paints a different picture, with many operators struggling to adapt.

As unconsolidated jeepneys face impoundment, questions arise about the viability of the program. Without addressing the underlying issues of management, training, and support, the PUVMP risks leaving both operators and commuters stranded. It's time for the government to reassess its approach and ensure that modernization efforts truly benefit all stakeholders.
