On the frontlines of peace in PH waters

Even amid the surface tension surrounding the disputed waters of the West Philippine Sea, there are people in the background exerting their best to secure peace and harmony in the region.

One of them is Rear Admiral Vincent J. Sibala of the Philippine Navy, a Waraynon who is now on the frontlines of ensuring stability in this critical region.


Sibala is the first Commander of the “elevated” Western Naval Command (and the 40th Commander of this command, formerly known as Naval Forces West), based in Puerto Princesa City, Palawan.


Since he was elevated to this position on January 6, 2025, Sibala has been responsible for ensuring peace and stability in the areas under his jurisdiction, which includes not only the West Philippine Sea but also the territorial waters of Palawan and the northwestern part of Sulu Sea.


He was later promoted from Commodore to Rear Admiral – the Navy’s equivalent of a Major General (two-star general) – in August of that year.


Aside from ensuring peace and maritime stability in the West Philippine Sea, he is also responsible for efficient disaster response and environmental protection in these seas.


Before assuming the command of the WNC, Sibala also served as a commander of the Littoral Combat Force (CLCF), formerly the Assault Craft Force (ACF) of the Philippine Fleet.


He also commanded three naval warships, the BRP Gregorio Del Pilar, BRP Salvador Abcede, and BRP Bonny Serrano.


“Sibala showed not just his abilities but also his exceptional leadership as he was able to successfully navigate the right direction that the Littoral Combat Force must take and managed to deploy Littoral Combat Force assets to support the Naval Operation Forces (NOFs) in accomplishing their operational requirements and campaign plans,” his official Philippine Navy biography stated.


Sibala, who hails from Tacloban City, started at the Philippine Military Academy (PMA) with the "Tanglaw-Diwa" Class of 1992 but was sent to the United States Naval Academy (USNA) in Maryland, where he graduated with a degree in BS Oceanography in 1993.


Locally, he finished the Naval Command and Staff Course at the Naval Education and Training Command (NETC) in 2002, and AFP Command and General Staff Course at the AFPCGSC in 2013.


He holds a Master’s Degree in Public Management major in Development and Security from the Development Academy of the Philippines.


His foreign courses include Master of Management Studies Major in human Resource Management at the University of New South Wales, Australia in 2006, and the Defense and Strategic Studies Course in The Australian War College 2019.
