FOR most of the government employees, the last quarter of the year is the most wonderful time of the year – the tune of Christmas carols, the glitters of Christmas lanterns, the perks corresponding to the year-long hard work are among the reasons for excitement.

But not all seemed happy. In Taytay, Rizal, local government employees are disappointed (if not totally pissed off) following the bad news – oh yes, they won’t be getting the performance-based bonus that they have been receiving in previous years.


That’s because the LGU failed to secure the Seal of Good Local Government, which serves as a barometer for the Department of Interior and Local Government (DILG) in recommending who deserves the nod of the Department of Budget and Management (DBM) which has the mandate to release funds commensurate of the hard work of government employees.


For one, Taytay municipal employees have been doing what they are told and supposed to do in relation to the nature of their job. With all certainty, they deserve some reward – but definitely not this year.


What does that mean? The people at the helm of the LGU don’t seem effective in discharging their mandate, which includes making life better not just for them but also for the constituents and their subordinates.


For an LGU to qualify for a performance-based bonus, they should manifest above par performance highlighting the public’s satisfaction with the quality of public service delivery, utilization of resources, and reinforced stewardship.


As for Taytay, they failed to meet the criteria for performance results, process results, financial results, and citizen/client satisfaction results. The municipal government also failed to obtain a total score of at least 70 points, and achieve at least a rating of 4 for at least three of the four dimensions of accountability.


Strangely though, poor municipalities like Cardona and Morong did better than Taytay, which has been a consistent recipient of DILG’s Seal of Good Local Governance in the past – until a new mayor came in.
