Malacanang is confident new PNP chief Lt. Gen. Carlos will immediately buckle up to work and step up efforts to combat illegal drugs, criminality, and the country's communist armed war.

President Rodrigo Duterte has named Lieutenant General Dionardo Carlos as the new chief of the 220,000 strong Philippine National Police (PNP) today (Nov.10) vice Gen. Guillermo Eleazar who will step down from his post this month.
Malacañang confirmed Carlos' appointment.
Eleazar who hails from Quezon province had been the PNP head for six months.
He assumed his post in May that will end this month, when he reached his mandatory retirement age of 56.
Carlos, also from Quezon is the 27th chief of the Philippine National Police and the seventh under President Rodrigo Duterte.
He worked as a spokesperson for the Philippine National Police under then-PNP commander and now Senator Ronald "Bato" Dela Rosa, from August 2016 to January 2018.
Later, he was given command of the PNP Aviation Security Group.
Carlos was later named the director of Visayas' Integrated Police Operations (DIPO), after Eleazar's appointment in May of last year resulted in a reorganization of the PNP's leadership.
Prior to his new post, Carlos was promoted to Chief Directorial Staff, the PNP's fourth in command.
Careful consideration
Malacañang is confident Carlos will perform well as the next chief of the 220,000-strong police force.
"We have faith in Gen. Carlos' ability to continue to transform the PNP into the professional, capable, and reform-oriented organization that we envision," Presidential Spokesperson Harry Roque said.
President Rodrigo Duterte's decision to select Carlos was guided by "cautious consideration," according to Interior Secretary Eduardo Año, who controls the police.
"As always, careful evaluation of a candidate's seniority, merit, track record, and service reputation gave the President an informed choice to place P/Lt. Gen. Carlos at the leadership of the PNP," Año stated.
"We expect the new PNP Chief to go right to work, stepping up efforts to combat illegal drugs, criminality, and the country's communist armed war."
Eleazar said that Carlos is qualified to be the next PNP chief.
"General Carlos possesses all of the requirements for the position, and President Duterte found him tailor-fit for the criteria he seeks in the Chief of the Philippine National Police," Eleazar added.
"Based on his seniority, track record, and professional skills, General Carlos has his work cut out for him," the outgoing PNP head noted.
The new PNP chief is a 1988 graduate of the Philippine Military Academy Maringal.
With his appointment, the Maringal has taken control of the military and police forces.
General Jose Faustino Jr., Chief of Staff of the Armed Forces of the Philippines, Army Chief Lieutenant General Andres Centino, Air Force Chief Lieutenant General Allen Paredes, and Navy Chief Vice Admiral Adeluis Bordado are among his classmates.
Quezonin roots
His parents, Osmundo "Dody" de Ocampo Carlos of Tayabas, Quezon, and Erlinda Sabarre Bernardo of Guiuan, Eastern Samar, raised him in Lucena City, Quezon.
His father is a marine biologist who worked at the Quezon Provincial Hospital and his mother is a registered nurse who worked at the Enverga University Marine Biology Center in Padre, Burgos, Quezon.
Carlos spent his early childhood in Guiuan, Eastern Samar, before returning to Cavite City and Lucena City.
In 1979, he completed his elementary education at St. Joseph College in Cavite City.
He received the highest final grade (general point average) in his class and graduated with Academic Excellence.
Carlos completed his secondary education at the Luzonian University Foundation (now Manuel S. Enverga University) in Lucena City, graduating with a salutatorian diploma in 1983.
Carlos passed the University of the Philippines College Admission Test (UPCAT) and enrolled at the UP Diliman Campus for a year.
In 1984, he stepped onto the Philippine Military Academy (PMA) campus in Baguio City.
He completed four years of disciplined life at the PMA, starting on April 1, 1984, and graduating as a 2nd Lieutenant on March 8, 1988.
He graduated with the MARINGAL Class of 1988.
Professional journey
Carlos started his military career as a young lieutenant in his hometown when he was deployed to Camp Guillermo Nakar in Lucena City.
His first assignment was with the Regional Special Action Force 4 (RSAF4) Battalion and eventually with the 224th PC/INP Company in Los Banos, Laguna.
He was handpicked by PNP Chief General Ronald "Bato" Dela Rosa to be his PNP spokesperson and Public Information Office chief in 2016.
Carlos was appointed Regional Director of Police Regional Office 8 in August 2018, where he once again demonstrated his administrative and tactical leadership talents.
The abundance of honors and recognition under his belt demonstrate that he has served with quality and distinction.
Among his honors include Outstanding Police Enforcer in 2013 awarded by the JCI-Manila, Metrobank Foundation Inc.'s Continuing Excellence in Service Award or ACES in
2014, Civil Service Commission 2019 Dangal ng Bayan awardee of Eastern Visayas, and Natatanging LUCENAHIN Awardee for 2021.
