Mayor tags syndicate behind TUPAD scam

ANTIPOLO CITY, Rizal – The city government appealed to its residents to help locate members of a supposed foundation, which has been selling “guaranteed slots” under the government’s cash-for-work program.

In a Facebook post, Antipolo City Mayor Jun Ynares III identified Hesed Eleos Foundation Inc. (HEFI) to be behind what he claimed was a recruitment scheme preying on the unemployed local residents.

According to Ynares, the foundation – represented by a certain Elvira Tayamora Aliño – has victimized hundreds of residents who were made to pay an undetermined amount covering a two-year employment contract embarking on P8,000 monthly stipend by just cleaning up the frontage of their houses for two hours from Monday to Friday.

“Kamakailan lamang po ay may nakarating na reklamo sa ating tanggapan tungkol sa di umano'y paniningil ng pera ng Hesed Eleos Foundation, Inc. na kinakatawan ng isang Elvira Tayamora Aliño para sa guaranteed slot diumano sa TUPAD Program ng DOLE.” said Ynares in reference to the Department of Labor and Employment.

Interestingly, Aliño has been introducing herself as a radio reporter.

The local chief executive clarified that the selection process under the national government’s cash-for-work program does not collect fees from the people.

“Libre o walang bayad ang pag-aaply sa TUPAD Program ng DOLE. Hindi kailanman hihingi ng pera o anumang bagay kapalit ng slot sa nasabing programa,” the mayor added.
