Marcos transfers TESDA to DOLE

President Marcos signed Executive Order No. 5 which transfers TESDA from DTI to DOLE.

President Ferdinand Marcos Jr. signed Executive Order No. 5 transferring the Technical Education and Skills Development Authority (TESDA) from the Department of Trade and Industry (DTI) to the Department of Labor and Employment (DOLE).

TESDA is mandated by law to coordinate and supervise skill development programs for Filipinos, as well as to design accreditation systems to assist in the advancement of skills on a technical vocation or other related courses.

Additionally, it is mandated to fund programs for technical and skills development.

TESDA is connected to DOLE for policy and program coordination under EO5 as “it is the policy of the national government to rationalize the functional structures of agencies with complementary mandates and promote coordination, efficiency and organizational coherence in the bureaucracy.”

EO5 also appointed the DOLE secretary as chair of the TESDA Board, in accordance with Section 7 of Republic Act 7796, generally known as the "TESDA Act of 1994," Philippine Star reported.

Meanwhile, the agency’s structure and salary standardization will remain the same.

"Consistent with Section 16 of RA 7796, the position classification and compensation structure applicable to officials and employees of the TESDA shall comply with the salary standardization law and other applicable laws," the EO read.
"Nothing herein shall be construed to diminish or impair any lawful compensation or benefits that are currently being enjoyed by incumbent officials or employees," it added.

TESDA was originally an attached agency of DOLE, but former President Rodrigo Duterte placed the agency under the supervision of the Cabinet secretary last 2016. Then in 2018, he transferred the supervision of TESDA to the DTI.
