Mapping the Soul: Preserving Panay and Guimaras' Cultural Legacy

The islands of Panay and Guimaras are embarking on a comprehensive journey of cultural mapping, a project prioritized by Senate President Pro Tempore Loren Legarda and propelled by the synergistic collaboration between the National Commission for Culture and the Arts (NCCA) and the University of the Philippines Visayas (UPV). This initiative not only marks a significant milestone in the preservation of Filipino culture but also sets a benchmark for local and national development through heritage.

The five-day Cultural Mapping of Panay and Guimaras training is a cornerstone activity that embodies the collaborative spirit of this mission. Representatives from the Iloilo Science and Technology University (ISAT-U), Guimaras State University (GSU), West Visayas State University (WVSU), and local government units from Iloilo and Guimaras, are coming together under the guidance of the NCCA and UPV to learn, discuss, and implement cultural mapping techniques.

Senator Legarda, a staunch advocate for cultural preservation, has been instrumental in the passage of Republic Act No. 11961, or the Cultural Mapping Law. This legal framework mandates local government units to undertake a comprehensive cultural mapping of their jurisdictions, covering tangible and intangible, natural and built heritage. Legarda's vision extends beyond preservation; she sees cultural mapping as a grassroots approach that empowers local communities to recognize and value their unique cultural assets. This initiative not only celebrates the diversity of Filipino heritage but also integrates it into the broader narrative of national development.

The significance of this project is underscored by the impressive strides already made across the Philippines. With 980 out of 1,715 LGUs having submitted their Local Cultural Inventories (LCI) to the Philippine Registry of Cultural Property (PRECUP), the impact of cultural mapping is evident. These efforts are crucial for qualifying for the Seal of Local Good Governance, demonstrating the intrinsic link between cultural heritage and exemplary local administration.

The province of Antique, Senator Legarda's home, stands as a shining example of what can be achieved through dedicated cultural mapping. The launch of a 21-volume set of mapping books is not just a milestone for Antique but a beacon for other regions. It shows the depth and breadth of cultural heritage that can be documented, preserved, and celebrated.

The Cultural Mapping of Panay and Guimaras project is more than a legislative mandate; it is a heartfelt mission to protect the soul of the nation.
