Atty. Chua still expressed confidence and admiration for Cardinal Tagle despite the appointment of Pier Francesco Pinelli as temporary administrator of Caritas Internationalis.
Manila Rep. Atty. Joel Chua reaffirmed his confidence and admiration for Cardinal Luis Antonio Tagle's integrity, with his replacement by Pier Francesco Pinelli as temporary administrator of Caritas Internationalis (CI).
In Pope Francis’ decree on the matter, Pinelli will be assisted by Cardinal Tagle, who will deal with the local Churches and Members of Organizations of CI.
Pinelli will not be alone in renewing CI as he will be supported by Maria Amparo Alonso Escobar, head of advocacy at CI, and Rev. Fr. Manuel Morujão, S.J., for the personal and spiritual accompaniment of the staff.
The move by Pope Francis is meant to give Pinelli free rein at the charity arm of the Roman Catholic Church with all the power to govern, in accordance with common law and the Statutes and the Regulations of the Organization, and with full authority to derogate from the latter, if he deems it opportune or necessary.
“With the entry into force of this Decree, the Members of the Representative Council and the Executive Board, the President and Vice Presidents, the Secretary-General, the Treasurer, and the Ecclesiastical Assistant cease to hold their respective offices.” Pope Francis said.
Pinelli and his team are tasked to improve performance of this mission. It appears necessary to amend the statutes and regulations, making the current regulatory structure more suitable for the organization's statutory tasks and putting it in position for the elections that will take place at the following General Assembly.
Pope Francis added that updating the Statutes and Regulations of CI is for greater functionality and effectiveness.
Pinelli’s Background
Pinelli is a renowned corporate executive with decades of management experience, which is the kind of person that the Pope needs to lead the “renewal” of CI.
He also has a solid background in finance, operations, as well as cultural and charitable works. His specialty is turning around businesses and organizations that require turning around.
Pinelli held executive positions in different areas such as power generation, renewables, refining, integrated downsteam, and in cultural and performing arts public institutions.
The Vatican's Dicastery for Promoting Integral Human Development commissioned an evaluation of the workplace environment of the CI General Secretariat and its compatibility with Catholic values of human dignity and respect for each person prior to Pinelli's appointment as temporary administrator.
“The review was carried out by a panel of independent experts that included, in addition to Pinelli, psychologists Fr Enrico Parolari and Dr. Francesca Busnelli.” the Dicastery said.
“Current and former CI employees were invited to participate. No evidence emerged of financial mismanagement or sexual impropriety, but other important themes and areas for urgent attention emerged from the panel’s work. Real deficiencies were noted in management and procedures, seriously prejudicing team spirit and staff morale.” The Dicastery concluded.
