Several Catbalogan City officials visited Borongan City on January 23 to learn about the Libre Sakay service, which caters to students, senior citizens, persons with disabilities (PWDs), and health workers, in an effort to enhance their local transportation system

In a letter directed to Mayor Agda, Mayor Dexter Uy of Catbalogan requested permission to send his team to Borongan to gather information on its Libre Sakay program, seeking details on relevant procurement, ordinance creation, and registration processes.

Upon their arrival, the delegation from Catbalogan was greeted by officials from LGU Borongan in a consultative meeting held at the Mayor’s Conference Room. City Administrator Atty. Celestino Cabato represented Mayor Agda, joined by Libre Sakay focal person Mark Cortado, Jr., and the head of the Borongan City Transport Terminal Office, Napoleon Bebita.

After the meeting, the benchmarking group experienced the Libre Sakay system firsthand by riding one of its buses and visited the BCT Terminal, gaining insights into the local government's strong relationship with the local transportation sector.

Libre Sakay is a pioneering transportation initiative that provides free bus rides for Boronganon students, senior citizens, individuals with disabilities, and health workers. The program features five advanced Volvo buses that run along the national highway, assisting its beneficiaries by reducing transport costs without compromising comfort and efficiency.
