MAPANLINLANG umano ang programa ng Department of Agrarian Reform (DAR) na Comprehensive Agrarian Reform Program (CARP) at isang peke at nabigo ang programa na mabigyan ng sariling lupa ang mga magsasaka ayon sa Kilusang Magbubukid ng Pilipinas (KMP).
Tinuligsa rin ng KMP ang pahayag ni Department of Agrarian Reform (DAR) Undersecretary Elmer Distor nitong nakalipas na July 31, na sinabing ang mga “landlords at capitalist” ay hindi na hawak ang malalawak na agricultural lands.

The claim that they are implementing a genuine agrarian reform program is similarly preposterous and untrue. CARP is a bogus, inherently flawed, and failed land reform program,” ani dating agrarian reform secretary Rafael Mariano, KMP’s chairman emeritus and chairperson of Anakpawis Partylist.
Ipinunto pa nang dating lider-magsasaka na si DAR Secretary John Castriciones ay nabigo umanong pangasiwaan ang pamamahagi ng mga pribadong agricultural lands.
“In compliance with Duterte’s EO 75, Brother John has narrowly focused on working with government-owned lands. What happened with the undistributed private agricultural lands, composing 92% of DAR’s land acquisition and distribution balance?” tanong ni Mariano.
Ayon pa kay Mariano ang Executive Order (EO) No. 75 series of 2019, ay nagdidirekta sa DAR na kunin ang lahat ng lupain na nakalaan para sa agrikultura," wika din niya.
“CARP fails in what it covers, and it fails too by covering so little,” dagdag pa ni Mariano .
Ayon pa sa KMP nabigo din umanong ipatupad ng DAR ang tunay na repormang agraryo sa ilalim ng programa nitong CARP.
