IATF sets uniform arrival protocols at PH airports

Philippine Airlines said that eligible travelers to the Philippines from countries or regions on the “Green” list will now be subjected to the same quarantine and testing protocols that apply to arrivals from countries in the “Yellow” list classification.

There will be a uniform arrival protocols for travelers coming from “Green” and “Yellow” countries following Philippine government's revised entry protocols and the suspension of Inter-Agency Task Force (IATF) Resolution No. 150-A, flag carrier Philippine Airlines (PAL) said Monday (November 29).

PAL said that eligible travelers to the Philippines from countries or regions on the “Green” list will now be subjected to the same quarantine and testing protocols that apply to arrivals from countries in the “Yellow” list classification.

Prior to this, passengers arriving at Philippine airports from green list countries or the fully-vaccinated individuals from green list countries where a visa is not required will be allowed to enter the Philippines without undergoing facility-based quarantine upon arrival as per IATF resolution 150-A, while passengers arriving from Yellow list countries but fully vaccinated need to undergo facility-based quarantine.

PAL advised passengers, especially overseas Filipino workers (OFWs), non-OFWs and eligible foreigners from green list countries to follow IATF health arrival protocols.

Overseas Filipinos, OFWs and eligible foreigners arriving from green list countries must take note of the following:

• For fully vaccinated travelers with a negative RT-PCR test taken within 72 hours prior departure - it will undergo facility-based quarantine until release of negative results

- third day swabbing

- self monitoring until 14th day from arrival.

• Without a negative RT-PCR test:

- Facility-based quarantine until release of negative results

- 5th day swabbing

- Home quarantine until the 10th day from arrival.

PAL noted that it continue to operate flights to and from Hong Kong. PR300/PR301 Manila-Hong Kong-Manila (every Wednesday, Thursday and Friday).

"Overseas Filipino, OFWs, eligible foreigners arriving from Hong Kong shall observe the quarantine and testing protocols stated above," PAL said in a statement.

The IATF also clarified that travelers from Hong Kong shall comply with such protocols for 'Yellow' countries/regions.

PAL operates flights to the following green list countries/regions: Indonesia, mainland China, Hong Kong, Taiwan, Japan, United Arab Emirates and Saudi Arabia.

The IATF has expanded the list of “Red” countries to include South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Eswatini and Mozambique, Austria, Czech Republic, Hungary, The Netherlands, Switzerland, Belgium and Italy, following the outbreak of the Omicron variant of Covid-19.

Inbound international travel shall not be allowed for all persons, regardless of vaccination status, coming from or who have been to 'Red' list countries/regions within the last 14 days prior to arrival to any port of the Philippines.

Only Filipinos returning to the country via government-initiated or non-government-initiated repatriation and Bayanihan Flights may be allowed entry subject to the prevailing entry, testing, and quarantine protocols for Red list countries -- facility-based quarantine for 14 days with testing on the 7th day, with day 1 being the date of arrival, notwithstanding a negative RT-PCR result.
