Abalos discovered the homeless family sheltering under the bridge during his inspection of the ground level of several flyovers along EDSA, in line with the MMDA's drive against urban decay. Abalos also inspected the vehicles impounded in the area, many of which had been involved in road accidents and had been abandoned by their owners. (DQ)
