Not even festivals are exempt from the impact of the recent spike in oil prices.
As local governments around the Philippines begin tightening their belts, some local executives have announced the cancellation or "toning down" of fiestas and other celebrations that have been part and parcel of Filipino culture.
In Naval, Biliran, the local government has canceled the celebration of this year's Higatangan Island Summer Festival amid rising fuel costs.
Mayor Gretchen Espina said the decision comes in the wake of the national government's declaration of a State of Energy Emergency, triggered by global fuel supply disruptions linked to the ongoing crisis in the Middle East.
She said fuel prices have been steadily increasing, with no clear indication of when they will stabilize.
Espina said higher fuel costs would significantly impact transportation expenses, including boat fares and local travel to Higatangan Island, which are partly subsidized by the local government.
"This would likely lead to higher ticket prices, making the event less accessible to families," Espina said in a statement.
Other festival-related expenses, such as performers' fees and event logistics, are also expected to increase due to soaring fuel prices.
Instead of proceeding with the three-day celebration, Espina said the local government will prioritize long-term tourism development to ensure that it will weather the impact of the ongoing crisis.
Among the planned initiatives is the establishment of "Kan-anan sa Isla," a year-round food and livelihood hub for local residents aimed at creating sustainable income opportunities while enhancing services for tourists.
The local government will also continue its skills training programs in coordination with the Technical Education and Skills Development Authority (TESDA), along with cultural initiatives designed to support the community and preserve the island's heritage.
Espina appealed for public understanding, emphasizing that the decision is intended to ensure the practical and sustainable use of resources while prioritizing the welfare of Naval's residents.
HisFest, or the Higatangan Island Summer Festival, is an annual event organized by the Naval local government, typically held in April to promote local tourism by showcasing the island's unique attractions, including its shifting sandbar, diving spots, and traditional culture. Launched in 2017, the event has drawn hundreds of visitors from Biliran province and neighboring provinces across Eastern Visayas.
The provincial government of Biliran has earlier announced the cancellation of its Hudyaka Festival, also scheduled for this summer, due to the ongoing oil crisis.
