To ensure that most Filipinos have adequate access to "safe and nutritious food", Malacañang launched “Walang Gutom 2027: Food Stamp Program'' and declared it as a flagship program of the national government.
Mandated under Executive Order (EO) No. 44, this entails the adherence of the national government to Marcos Jr.'s 8-point socioeconomic agenda. Among them is ensuring that the Filipinos have adequate access to "safe and nutritious food".
Walang Gutom 2027: Food Stamp Program, one of the major programs of the Department of Social Welfare and Development (DSWD), aims to decrease the incidence of involuntary hunger experienced by low-income households. They will be provided monetary-based assistance in the form of electronic benefit transfer cards to be used to purchase select food commodities from eligible partner merchant stores.
“The successful implementation of the Food Stamp Program requires a whole-of-government approach that will enjoin all national government agencies (NGA) and local government units (LGU) to participate and support the said program,” EO 44 states.
The DSWD is tasked to oversee the implementation and management of the program. Thus, all the NGAs and LGUs shall report to the DSWD through the Department of the Interior and Local Government.
The department should also determine appropriate staffing and creating additional positions for administration and management as needed.
These positions shall correspond to the qualification standards and be subject to the review and approval of the Department of Budget and Management.
