Business registration in Biñan City just got even better.
As the city government started its annual Business One-Stop Shop (BOSS) program for renewal and registration of business permits from January 3 to 19, 2024, Biñanenses can now be assured of faster and hassle-free registration.
“Mas mabilis na po ang business registration dahil fully-automated na po ang lahat ng ating interface, hindi na po tayo doon sa mano-manong setup,” Atty. Edward Vange Arriba, head of the Biñan City BPLO, said in an interview with OpinYon Laguna.
This was largely due to the Business Permit and Licensing System (BPLS) Online portal that the city government launched in 2021, which enabled Biñanense business owners to register and renew their businesses without the long lines and red tape.
Online business registration
Once business owners gain access to their accounts at the BPLS portal (https://binancitybusinesspermit.online/ ) and link their existing businesses, all business owners need to do is to upload soft copies of the required documents to the portal, and then wait for a confirmation from the BPLO via e-mail.
For new businesses, applicants may click on the “Application Form” tab at the BPLS portal and fill in all the necessary details to have their business registered.
“We can proudly say na dahil sa BPLS ay mas free-flowing na ang ating BOSS dito sa Biñan City Hall, at wala nang masyadong pila,” Arriba said.
“Last year po kasi, medyo natagalan din po tayo dahil nag-transition po tayo for our online, so napakaraming taxpayers na first-time nagparehistro online. Ngayon po, since 90 percent na po ng ating mga business ay may account na sa BPLS, doon na po sila didiretso, so mas mabilis na po talaga tayo ngayon,” he added.
Requirements
For businesses renewing their permits, Arriba reminded to submit a copy of their annual income tax return (ITR) or any other document that will serve as their basis for their gross sales.
Other requirements that can be uploaded to the BPLS portal include a valid government ID (and a picture of the business owner holding the ID), as well as optional documents including an authorization letter or special power of attorney, a copy of their previous business permit, and a secretary certificate/board resolution.
“Kapag new business naman po, kailangan po nating magdala ng DTI permit saka occupancy permit; yung ibang mga requirements dito rin naman po makukuha,” Arriba reminded business registrants.
Faster registration times
Thanks to the online system, business applicants can now finish their registration at the BOSS in around three to seven minutes, saving valuable time and money for them.
It’s also a win-win solution for the city government, as this meant they can serve more business registrants per day than in previous years.
“Not only that, dinamihan na rin po natin ang ating windows para mas maserbisyuhan ang ating mga taxpayers,” the BPLO head stressed.
The city government also adopted an online queuing system developed by graduates of the Polytechnic University of the Philippines (PUP), where registrants can check the status of their queue in real time.
“May QR code na kasama ngayon ang queuing number mo, so kung let’s say naiinip ka, you can check real-time kung pang-ilan pa ang susunod at kung anong estimated time bago ka ma-serve,” Arriba explained.
“Pero ang advice ko po sa ating mga kababayan, as much as possible ay huwag na po tayong mag-hintay sa deadline, dahil alam naman po nating ang Filipino habit na ‘last minute,’ baka po magiging mas masakit na po sa ulo para sa ating mga nagpaparehistro,” he advised.
