Two major ordinances aimed at alleviating the effect of flooding and ensuring environmental protection in Biñan City, Laguna were recently passed at the regular session of its Sangguniang Panlungsod last Monday, September 8.
One of these ordinances, which mandates the regulation, establishment, and designation of Materials Recovery Facilities (MRFs) in all 24 barangays of Biñan City, has been approved for second reading.
The introduction of MRFs will serve as its local enforcement in sorting waste materials from the city’s barangays in accordance with the Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000, according to the ordinance.
It also sets a six-month compliance timeline which allows the barangays lacking in space and budget to be clustered for a single MRF.
Another city ordinance that was approved for third and final reading is one that requires every new building in Biñan City to secure a “Green Compliance Certificate” before being granted a building or occupancy permit.
In his speech, Councilor Alexis Desuasido said that if passed, the ordinance will require new buildings in the city to have a wastewater harvesting system; green open spaces and trees for cleaner air; solar lighting and energy-efficient design to cut cost emissions; and proper waste segregation and safe eco-friendly construction materials.
The rainwater harvesting system will consist of a catchment area and a filtration that collects and reuses rainwater instead of letting overflow in the drainage system.
The city councilor stressed that it is “our moral duty to leave the next generations a city that is beautiful, breathable and safe.”
