(Jan 19,2024) National Youth Commission (NYC) Chairperson Ronald Cardema (left) and Bureau of Jail Management and Penology (BJMP) chief Jail Director Ruel Rivera (center) enter into a Memorandum of Agreement (MOA) that the two agencies say signals a monumental step forward in its commitment to protect and nurture the well-being, rights, and future of the so-called juvenile delinquents, or youth in conflict with the law.

Based on the latest records of the BJMP, 37,804 youths aged 18 to 30 are currently detained in its facilities, with 23 identified as children in conflict with the law and 159 facing charges related to terrorism. Through the agreement, the NYC and the BJMP aspire to build a more inclusive and compassionate environment, fostering the potential of each young individual within the justice system.
