Biñan City LGU starts distribution of 'Pamaskong Handog'

After the natural calamities that hit Laguna province this year, it was the least the city government of Biñan, Laguna under Mayor Gel Alonte has in store for residents who desperately needed something to cheer on.

“It” was the “Pamaskong Handog” gift packs that the city government has started distributing to the city’s vulnerable sectors this November.




The gift-giving kicked off with the distribution of the “Pamaskong Handog” packs to tanods of the city’s 16 barangays during the “Pag-iilaw 2025” Christmas tree lighting ceremony at the Plaza Rizal last November 16.




Through the event, the city government hopes to recapture the holiday cheer that has become part and parcel of past Christmas celebrations in the Philippines.




“Muli nating sisindihan ang pagdiriwang ng pagkakaisa at pag-asa. Patuloy ang pamahalaan ng lungsod ng Biñan sa pagsisikap na gawin mas maunlad, mas ligtas, at mas kaaya-kaya ang tahanan ang Biñan,” Mayor Alonte said during the event.




First salvo


“Ito pong mga barangay tanod po ang unang sector na binigyan natin nitong mga Pamaskong Handog. Sa pagtaya po namin, mga 600 na mga barangay tanod ang una po nating nabigyan,” officials of the City Mayor’s Office told OpinYon Laguna.




Why only 16, out of the city’s 24 barangays?




“Ang una po kasi nating binigyan ng priority ay ang mga barangay na nakapagsumite ng listahan. Yung iba po kasi na-delay ang pagsusumite ng listahan ng mga tanod nila dahil may iba ring inaasikaso,” officials explained.




“Pero hindi po ibig sabihin nito ay hindi na sila kasama sa bigayan ng Pamaskong Handog. Ang gagawin po natin ay isasabay po natin sila sa mga iba pang sektor na bibigyan din natin sa darating na Disyembre,” they added.






Other sectors




Other sectors that will be given priority for the distribution of the “Pamaskong Handog,” local officials added, include garbage collectors, senior citizens, persons with disabilities (PWDs), and solo parents.




“Ibinilang po ni Mayor Gel ang mga garbage collector sa ating mga priority sector upang kilalanin ang kanilang naging kontribusyon sa cleanup efforts sa gitna na rin po ng pagbabaha na naranasan natin sa ilang mga barangay sa ating lungsod,” they explained.




“Lalo na po nitong nakaraang linggo, nung nagsagawa tayo ng ‘Palit Basura’ campaign, sila po ang nagsumikap at nagpagod, so sabi po ni Mayor ay sila muna yung unahin natin.”




The Office of the Mayor is now finalizing the schedules of the distribution of the “Pamaskong Handog” for the other vulnerable sectors of the city.




“Siyempre po, hindi po mawawala yung pamamahagi ni Mayor Gel ng mga regalo sa mga bata sa mga ospital,” officials added, referring to Mayor Alonte’s “Munting AnGEL Gift-giving Project” last December 2024.




Meanwhile, Mayor Alonte also announced that the Biñan City LGU has released the 13th month pay and Christmas bonuses for all employees of the city government this November.




“Masayang-masaya ang mga empleyado ng lokal na pamahalaan sa early Christmas gift na ito ni Mayor Alonte. Gayundin, umaasa tayo na magiging malaking tulong ang maagang pagbibigay ng mga incentive na ito sa kanila, lalo na ngayong humaharap tayo sa mga pagsubok,” according to Roman Carencia of the Biñan City Information Office.






Best BPLO




On the other hand, the Biñan City Business Permit and Licensing Office (BPLO) has also received a Christmas gift of sorts, for its efforts to promote inclusive economic growth that benefits all Biñanenses.




That Christmas gift is the “Best BPLO Award” the office received during the 2nd Gawad Luntian Awards of the National Association of Business Permit and Licensing Officers (NABPLO) last November 12.




“Ang Gawad Luntian po ay isang pagkilala ng NABPLO, kung saan nire-recognize po nila ang mga mga pinakamagagaling na BPLO na nagbibigay ng mga incentives at mga programa para padaliin po ang ating pagnenegosyo sa kanya-kanyang mga lungsod o munisipalidad,” Atty. Edward Vange Arriba, head of the Biñan City BPLO, told OpinYon Laguna.




“Kabilang po tayo sa tatlong BPLO sa buong bansa na mapalad na nakatanggap ng nasabing parangal,” he added.




The awards were given to BPLOs who have passed a set of criteria laid down by the NABPLO, which includes ease of doing business, initiatives to invite more businesses to invest, and initiatives to help local businesses grow.






LGU encourages growth




According to Arriba, the recent award has affirmed the success of the city government’s approach of enabling the LGU as the catalyst rather than a “regulator” of economic growth.




“I made sure na pantay-pantay ang pagtingin ko sa lahat ng mga negosyo. I made sure na lahat ng mga negosyo mapaliit, mapamalaki, mayroong pagkakataon, mayroon kaming sariling programa para sa kanila. So well-rounded talaga. From the smallest businesses to the biggest one, meron po talaga ang BPLO na makakatulong po sa bawat isa,” he explained.




“Kasi yun yung na-realize ko, iniba talaga namin yung approach na inuulit-ulit po natin. Nasabi nga ng ating Mayor Gel, ang approach na ginawa po natin ay sinigurado natin na hindi lang ma-feel ng mga businesses natin na ang government, ang city government ay nandito just for regulation.”




This early Christmas gift, Arriba added, has given his office the additional incentive to push further with their programs aimed at helping the city’s businesses grow and provide more employment and livelihood for the residents.




“When we got the award, mas tumaba ang aking puso kasi ang mga nag-recognize din sa atin ay yung mga kapwa natin BPLO. Kasi alam nila kung paano yung trabaho, kung paano yung dynamics ng opisina. So syempre kami-kami rin mismo ang makakapinpoint kung sino ang mga magagaling na BPLO,” he related.
