DOJ’s Secretary Jesus C. Remulla bared plans in transferring maximum security inmates from NBP to SPPF in order to ensure maximum security and prevent prisoners from making dubious plans

Justice Secretary Jesus Crispin C. Remulla said he plans to transfer the persons deprived of liberty (PDLs) from the maximum-security compound of the New Bilibid Prison (NBP) in Muntinlupa City, to the Sablayan Prison and Penal Farm (SPPF) in Occidental Mindoro

PDLs detained at the NBP’s maximum-security are those who committed heinous crimes.

“Tiningnan ko ang Sablayan. Marahil angkop ito sapagkat sa kanyang lokasyon, sa kanyang layo, at sa laki ng lupa” Remulla said during his visit at thte Bureau of Corrections (BuCor) headquarters at the NBP compound.

Remulla added that he had visited the SPPF as a possible venue where the PDLs at the NBP’s maximum security could be transferred. He stressed the importance of transferring those PDLs considering they have been convicted of heinous crimes.

“Marahil talagang panahon na ilayo talaga ang maximum security upang ito ay hindi na pagpiyestahan ng mga marami pang maiitim na balak” Remulla reiterated “Kailangan ang communications maging limitadong limitado na at tayo mismo ang mag-sakripisyo, wala muna tayo paggamit ng telepono sa ating mga trabaho sapagkat yan po ay temptation”

Remulla stressed these statements as prisoners with dubious plans can take advantage of the situation. The removal of telephones is to avoid temptations as he explained that prison personnel could be offered money by these inmates to be able to gain access to telephones.

The location in Sablayan is considered a venue for the inmates as the location can’t be visited easily with an enormous land that will make it harder for inmates to escape

Remulla has already talked with BuCor Director General Gerald Q. Bantag to limit communications taking place inside the prison facilities. He also urged BuCor officials and personnel to cooperate with the changes he plans to implement in the bureau.

“Malakas ang aking loob na makakaya naman natin ang mga repormang nais natin ipatupad, hindi lang dito sa BuCor kundi sa iba’t ibang sangay ng Department of Justice na ating pinangagnangunahan” Remulla added
