Through Executive Order No. 45, the Development Academy of the Philippines (DAP) is now an attached agency of the National Economic and Development Council (NEDA). DAP was formerly under the Office of the President.
DAP started as a joint project of the Development Bank of the Philippines (DBP), chaired then by Leonides S. Virata; the National Economic and Development Authority (NEDA) with its Director-General Gerardo P. Sicat; the Social Security System (SSS) with its Administrator Gilberto Teodoro; the Central Bank of the Philippines with its Governor, Gregorio S. Licaros; the Government Service Insurance System (GSIS) with its General-Manager Roman Cruz, Jr.; and the Philippine National Bank (PNB) with its President Panfilo O. Domingo. The six government agencies signed a Memorandum of Agreement on May 11, 1973.
Presidential Decree No. 205 Series of 1973 states that the primary role of DAP is the promotion and support of government programs for development.
“Presidential Decree No. 205 (s. 1973), as amended, created the Development Academy of the Philippines (DAP) to promote and support the country’s development efforts by carrying out human resource programs that are designed to instill development perspective and advance management capability in the key sectors of the government and the economy,” the EO read.
On the other hand, the NEDA functions as the primary agency that is responsible “to formulate continuing, coordinated, and fully integrated social and economic policies, plans, and programs” based on EO No. 230 (s. 1987); thus, the interlinkages of the two agencies can improve education, research, and training in the realization of the National Government’s socioeconomic agenda.
"A strong organizational link between the NEDA and DAP is necessary to bolster the development and implementation of the latter’s human resource development programs, research, data collection, and information services, as well as to ensure consistency of its research, education, and training with the National Government’s socioeconomic agenda," the EO wrote.
“Strengthening the analytical, operational, and evaluation capacity of civil servants and raising the productivity performance of agencies are among the strategies identified in the Philippine Development Plan 2023-2028 to improve bureaucratic efficiency,” the EO further wrote.
The EO shall take effect immediately after being published in the Official Gazette or in a newspaper of general circulation.
