DENR proposes a P23.04-B budget for 2023

The Department of Environment and Natural Resources proposed a budget worth ₱23 billion for the year 2023.

A ₱23.041 billion budget is requested by the Department of Environment and Natural Resources (DENR) for 2023 to promote a green and blue economy and create green jobs.

Personal services will have the general expense class with the largest share by a budget of ₱10.90 billion or 45.3percent of the total proposed budget. Maintenance, operations and other operating expenses (MOOE) is ₱10.09 billion. The least amount of the overall expenses, ₱3.09 billion, or 12.8 percent, will go toward capital outlay.

The DENR's 2023 budget is ₱2.4 billion lower than the ₱25.4 billion of 2022.

The highest budget in the department, ₱18.58 billion, would be allocated to the Office of the Secretary (OSEC), the Business Mirror reported.

Despite a drop of ₱1.31 billion from a budget of ₱3.77 billion in 2022, the Environmental Management Bureau (EMB) will have the highest budget in 2023 with ₱2.46 billion. The National Mapping and Resource Information Authority (NAMRIA),₱1.42-B and ₱1.39 billion for Mines and Geosciences Bureau (MGB).

Budget requests for the National Water Resources Board and the Palawan Council for Sustainable Development staff were ₱129.4 million and ₱109.6 million, respectively.

The Natural Resources Conservation and Development Program under the OSEC would get the biggest portion of the proposed 2023 budget of 65 percent or ₱10.22 billion for the DENR's program.

The House Congressional Policy and Budget Research Department’s (CPBRD) budget noted that environmental management and protection and climate and disaster risk resilience are among the priorities of the proposed 2023 national budget.

“These will intensify law enforcement and protection, and strengthen management measures for the environment and natural resource sector and will also ensure that disaster risk resilience and climate change adaptation measures are well incorporated in programs, activities and projects (PAPs) of the government,” said the CPBRD.
“These priorities are also aligned with the plan of pursuing both a green and blue economy, and establishing livable and sustainable communities as part of the 8-point socioeconomic agenda of the Marcos administration,” it added.

Meanwhile, in the regional distributions, the CPBRD said the Central Office and the National Capital Region (NCR) will both receive the biggest budget in 2023 of ₱8.48 billion or 35.2 percent of total proposed budget.

“In this regard, it is important for the DENR to be more explicit on the criteria for regional distribution and to clarify the rationale for the highly skewed regional allocation in favor of the NCR,” said the CPBRD.

With allocations of P1.37 billion and P1.27 billion, the CPBRD Region 3 and Caraga will get the second and third greatest shares among the regions. Regions 1 and 7 will, however, get the lowest allocations of P817.8 and P870.9 million, respectively.
