THE Department of Agrarian Reform (DAR) has conducted a two-day performance review to evaluate its activities in the first three quarters of 2021 on parcelization of lands for individual titling.
The parcelization of lands is being implemented under the Support to Parcelization of Lands for Individual Titling (SPLIT) project. It aims to fast-track land subdivision/parcelization of Collective Certificates of Land Ownership Award (CCLOAs) and eventually issue individual land titles to agrarian reform beneficiaries (ARBs) who were previously awarded with lands and collective CLOAs under the CARP.
SPLIT National Project Director Rene Colocar said the objective of the activity is to look back at what has been achieved and the problems encountered in the first three quarters of 2021.
“This performance review will help us determine if targets were met and to identify problems, issues, and craft strategies to improve the implementation of the project,” Colocar said.
Meanwhile Colocar said that accomplishing the project is not an easy task.
He said that there were reports from the field implementers and civil society organizations regarding disputes or controversies among the ARBs with existing CCLOAs due to boundary conflict, inclusion/exclusion of ARBs, and other conflicts resulting in the splitting of the group into sub-groups, and/or co-owners opting for individual ownership.
“In this performance review, we will discuss and evaluate all these to address the contemporary issues in these areas. We need to extensively analyze and put more attention in these areas to resolve their problems in implementing the SPLIT,” Colocar said.
Likewise he asserted that to successfully implement the SPLIT project, the implementers need critical analysis of the data and figures and extensively examine the current situations to be able to strategize their actions to improve the lives of the ARBs.
The performance review was attended by regional directors, land validation officers, and project management office heads.
The SPLIT project is being implemented in 78 provinces in 15 regions of the DAR and covers 1.368 million hectares of land.
The implementation started in November 2020 and will end in the year 2024. (Santiago Celario)
