BoC-NAIA launches paperless declaration form

The Bureau of Customs-Ninoy Aquino International Airport launched the iDeclare or the Electronic Customs Baggage and Currency Declaration

The Bureau of Customs-Ninoy Aquino International Airport (BoC-NAIA) on Wednesday launched the iDeclare or the Electronic Customs Baggage and Currency Declaration (eCBCD) to make the customs clearance process more convenient to travelers.

The implementation of the eCBCD system is to provide guidelines on the Customs clearance process for all travelers and crew members arriving at or departing from all ports of entry and exit.

Lawyer Lourdes Mangaoang, BoC-NAIA deputy collector for passenger service, said Canada and Dubai, United Arab Emirates have started using the eCBCD which the Philippines, the first in Asia is now using.

The project was supported by Anti-Money Laundering Council (AMLC) and the Bangko Sentral ng Pilipinas (BSP), the BoC-NAIA said.

Mangaoang added the iDeclare is a paperless declaration form which a traveler can fill out the BoC apps through laptop or smartphone two days or the day of the flight before arrival in Manila and can be accessed by logging-in at https://ideclare.customs.gov.ph.

If a passenger fails to do so, he/she can fill out the iDeclare at the designated locally-made eCBCD kiosk located at the Customs Arrival and Departure Area.

The information provided by the traveler to eCBCD will be automatically saved to the BoC.

The BoC-NAIA also can easily retrieve the passenger travel records through eCBCD data especially if the passenger has records of Customs apprehension.

The eCBCD kiosk is similar to kiosks in malls provided to shoppers getting information or where to locate their favorite stores.

The difference is the BoC-NAIA's eCBCD kiosk has its own apps.
