Bill allows trainees to skip probationary employment status

Rep. Alfred Delos Santos, Ang Probinsyano Partylist, has filed House Bill 7400 that would allow trainees with enterprise-based education training to skip the probationary employment status in government service. The bill has passed third and final reading.

In a statement, Delos Santos said: ``As one of the authors of the proposed Enterprise-Based Education and Training (EBET) Act, "a salient feature of which is Section 17 on Exemption from Probationary Employment because this privilege that would be given to EBET trainees is not present in other laws like the Dual Training System Act of 1994."

This exemption feature is beneficial to the trainee. The EBET is practically the probationary period, and as such entitles trainees to enter government service.

Ang EBET ay isang apprenticeship system. Pabor ito sa mga trainees sapagkat makakaasa sila na ang mga kumpanyang may EBET ay magbabayad ng tamang sahod habang isinisagawa ang training. Makakaasa rin ng trainee na may maayos na working conditions ang kumpanyang may EBET sapagkat nireregulate ito ng pamahaalan; bukod pa sa di na kailangang sumailalim sa probationary period ng trainee matapos niyang makapasa sa EBET program, said Delos Santos.

Pabor din ang EBET sa mga kumpanya sapagkat makakaasa silang ang mga trainees na nakapasa sa EBET program ay taglay na ang mga kasanayan (skills) at kaalaman (knowledge) na kailangan sa papasuking trabaho bilang mga bagong empleyado ng kumpanya, he also added.

The approved bill shall give trainees and employers more options on how they can participate in EBET. It also expands the options for dual training. The expanded options cover companies and government offices in tandem with a technical vocational institution or an industry training center.

It also seeks to enhance and update the Dual Training System Law and other tech-vocational laws which have undergone modifications since 1994. There are several training options for industries before they hire prospective employees.
