Biliran Board Member Convicted Over Missing Government Property

Biliran Second District Board Member Lorenzo Alcala Reveldez Jr. has been convicted by a Regional Trial Court in Naval, Biliran for malversation of public property involving government-owned equipment that went missing during his tenure as mayor of Culaba town.


In a decision dated May 19, 2026, the Regional Trial Court Branch 37 found Reveldez guilty beyond reasonable doubt of violating Article 217 of the Revised Penal Code, as amended by Republic Act No. 10951.


The conviction stemmed from the disappearance of government-owned equipment, including a sound system and related accessories valued at ₱922,500.

According to court records, the equipment was unlawfully appropriated in 2020 while Reveldez was serving as mayor of Culaba.


The prosecution successfully established that the government property was missing and that Reveldez was accountable for it, leading the court to find sufficient evidence to sustain a conviction


Presiding Judge Constantino Esper sentenced Reveldez to an indeterminate prison term ranging from two years, four months and one day as minimum to seven years and four months as maximum.


The court also ordered him to pay a fine of ₱922,500, equivalent to the value of the missing government property.


The case traces its origins to a complaint filed after a change in municipal leadership.


Reports indicated that a sound system procured during Reveldez’s administration could not be located during an inventory conducted by the succeeding municipal government.


The missing equipment prompted the filing of a malversation case against the former mayor in 2024. He was subsequently arrested on the strength of a court-issued warrant and later posted bail.


Despite the conviction, Reveldez remains a prominent political figure in Biliran.


He served multiple terms as mayor of Culaba until 2022 and later won a seat on the Biliran Provincial Board representing the province’s second district in the 2025 elections.


As of publication, Reveldez had not issued an official statement regarding the court’s ruling.


However, social media posts attributed to him suggested disagreement with the judgment, with the board member asserting that court decisions should be based on “concrete evidence” rather than politics.
