Big Win Over Insurgency

Biliran is now a safe and peaceful place!

On September 11, the province officially declared itself free from insurgency, meaning no more armed groups fighting in the area.


This is a big win for the people of Biliran who have worked hard to make their province a safe and happy place to live.


Unified Approach

In his opening remarks, Vice Governor Brigido Caneja III announced this good news. "This achievement reflects the strength of our communities and our unified approach and our initiative for peace.”

The declaration shows that the provincial government, the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and the people of Biliran have all worked together to create a peaceful environment.

This is a big step forward for Biliran now that the province can now focus on building a better future for everyone.


The government can invest in things like better roads, schools, hospitals, and jobs. This will help make life better for all Biliranons.


Functional Peace

The parameters of a stable of internal peace and security include the absence of enemy-initiated violent activities, functional peace and order council and development council with updated peace and order, and public safety, people's organization organized and coopted are fully assisted and functioning to community security and development and functioning barangay peace action teams in collaboration with PNP, BFP and PCG.


The special event was attended by Gov. Gerard Roger Espina and other officials including the League of the Municipalities of the Philippines, including Biliran province chapter president Naval Mayor Gretchen Espina, 8th Infantry Division Commander Maj. Gen. Camilo Ligayo, Philippine National Police 8 Regional Director Brig. Gen. Reynaldo Pawid, National Task Force to End Local Armed Conflict Executive Director Ernesto Torres.

The province is now looking forward to a brighter future and will continue to work hard to keep Biliran safe and peaceful, and to build a better future for all.
