“Beyond Business: Reflections on the 10-Point Plan Towards Sustainability of Chairman Tan and the SBMA”

The United Nations Sustainable Development Goals (SDGs) serve as a global blueprint for addressing pressing challenges and fostering a more sustainable and equitable future. Amid the celebration of the 31st anniversary of the Subic Bay Metropolitan Authority (SBMA), Jonathan D. Tan, the newly appointed Chairman and Administrator, brings a renewed sense of purpose.

Having assumed the position about seven months ago, Chairman Tan seized the opportune moment to meet with key business stakeholders and unveil a ten-point agenda. As the SBMA marks this milestone, it serves as a fitting occasion to revisit and reflect on the trajectory set by the new leadership.

Tan’s agenda is not just a plan but it is a commitment to resuscitate and reinvigorate the Subic Bay Freeport Zone. Poised as a catalyst for job generation, economic development, and tourism, Tan’s vision takes center stage in shaping the future of Subic Bay, echoing the global ambitions encapsulated in the UN SDGs.

In this context, the Subic Bay Metropolitan Authority (SBMA) 10-point Priority Development Plan is noteworthy as a local endeavor that clearly corresponds with and advances the attainment of particular SDGs.

Each element of the plan resonates with SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation, and Infrastructure), and SDG 11 (Sustainable Cities and Communities).

By placing the Subic Bay Freeport’s growth in the larger framework of global aspirations, we can see that small-scale actions can have a big impact, connecting local prosperity with global sustainability goals.

The SBMA's 10-point priority development plan embraces a holistic vision that is in line with the Sustainable Development Goal 11 (SDG 11): Sustainable Cities and Communities. To appreciate this aspect of the plan, one must first recognize that cities are dynamic centers of ideas, commerce, culture, science, and holistic development. Urban planning, innovation, and resilient infrastructure are essential elements of sustainable urban development, and the SBMA's emphasis on building the corporate center (1st point), adopting the smart city initiative (2nd point), and prioritizing infrastructure development (3rd point) all fit well into the goals of this initiative.

Furthermore, the fundamental components of the plan demonstrate the SBMA's vision alignment to SDG 8: Decent Work and Economic Growth. The strategy focuses on increasing economic productivity through diversification and technology advancement in order to close the pay gap and through steady, inclusive economic growth by generating labor-intensive, high-value jobs. This is consistent with the global endeavor to mitigate disparities between developed and developing nations, thereby promoting enhanced standard of living and global economic stability.

The plan also aligns well with SDG 9, which focuses on infrastructure, industry, and innovation.

The significance of sustainable industrial development and technological progress is exemplified by the 4th point on construction of the Corporate Center and the 5th point on the adoption of the Smart City Initiative. The plan recognizes that inclusive growth is necessary for sustained development, offering opportunities to everyone and relying on innovation and robust infrastructure, as the 6th point, to support it. This strategy demonstrates a dedication to using all-encompassing and forward-thinking tactics to address global economic shifts and disparities.

The 7th and 8th points, on the improvement of public transport services, and the enhancement of ground maintenance and street-lighting, respectively, directly address the importance of efficient transport systems, environmental stewardship, and safe public spaces.

These initiatives underscore the commitment to ensuring that the Subic Bay Freeport evolves into a safe, inclusive, and well-maintained urban environment. The 9th point on reinforcement of safety and security within the Freeport directly aligns with the critical need for disaster risk reduction and creating secure urban spaces.

In recognizing the role of safety and security in sustainable development, the SBMA's plan contributes to the global effort of fostering resilience in urban areas.

Zooming in on the 10th and last point—the formulation of a tourism development plan—it is clear that the SBMA aims to foster a sustainable blend of economic development and tourism, in addition to luring business ventures. This is consistent with the more general idea that creating capacity, educating the public, and gaining access to information are essential components of creating a sustainable urban future.

The current challenge for SBMA is not only to envision grand initiatives, but also to carefully identify gaps and create a solid strategy to implement the ten-point plan. A plan aligned with the UN Sustainable Development Goals requires more than just intention; it also requires a laser-like focus on execution. It calls for cooperation, a staunch commitment to closing gaps, and a shared understanding of the fundamentals of sustainable development.

Nestled at the crossroads of meeting local expectations and international standards, the SBMA is confronted with the daunting task of becoming a global leader in sustainable urban development in addition to becoming a local success.

This vision, although grand, must have a nuanced approach, which involves carefully evaluating the 10 points so that each one is an achievable step toward a resilient and sustainable future.
