The real stakes of gambling in Laguna

Gambling continues to expand in Laguna; questions are now mounting about whether the province is truly benefiting from this booming industry or paying a hidden price.

From soaring revenue to the haunting case of 34 missing cockfight bettors, Laguna is caught in a high-stakes gamble where the winnings may not outweigh the losses.

Gambling also created jobs and boosted local businesses in areas like Sta. Rosa and Calamba cities.

Through PAGCOR’s ₱68.2 billion remittance, funds supported health, education, infrastructure, and recovery programs, some of which benefited Laguna.

But behind this progress lies a complex issue that continues to challenge the province.

In 2024, Laguna contributed significantly to the gambling-driven growth of CALABARZON, one of the top-performing regions outside Metro Manila.

PAGCOR reported a record ₱410 billion in Gross Gaming Revenue nationwide, with ₱154.5 billion from e-games and e-bingo—many operated in Laguna.

Socio-economic risks

“Gamblers are known to continue gambling even after they have run out of cash; they plunge into increasing debt,” was Marvin Castell and Joel Tanchuco of the De La Salle University described the vicious cycle of gambling addiction.

The rise of 24/7 e-games, lotto, jueteng, and cockfighting matches in Laguna has led to growing cases of addiction, with some families reporting lost incomes and youth falling into debt.

The unresolved disappearance of 34 sabungeros—many from Laguna—has exposed gambling’s ties to crime, including syndicates and possible murder.

Experts now warn of the dangers of overreliance on gambling revenue.

Aside from the ethical cost, the local economy becomes vulnerable to sudden policy changes, industry bans, and international scrutiny, potentially jeopardizing future investment and public trust.

Laguna may be winning in terms of infrastructure and growth, but without stronger safeguards, it risks gambling away its communities, integrity, and long-term development.
