Bataan implements no-contact traffic apprehension program

More cities and provinces outside Metro Manila are adopting the no-contact apprehension scheme including Isabela, Davao, and now Bataan.

FOLLOWING the lead of some Metro Manila cities, the Bataan provincial government has decided to implement the no-contact apprehension program (NCAP) along Roman Superhighway.

The policy's objective is to avoid heavy traffic and arguments between motorists and apprehending traffic officers.

The move was implemented after the local government took note of the growing number of vehicles plying the highway to get through and from the Freeport of Bataan.

The Public-Private Partnership between the provincial government and Qpax Traffic Systems will utilize cameras with artificial intelligence technology to capture the conduction sticker and plate number of motorists.

The data will be stored in the information database of the Land Transportation Office.

“There will be no need for arguments between violators and enforcers as a notice of violation (NOV) will be sent to them,” Metro Bataan Development Authority General Manager Christopher Pizarro said.

When a violation is detected, the case is relayed to the Bataan Traffic Adjudication Board for review.

Once approved, the system sends a NOV to the registered owner of the vehicle.

Bataan is the first province to implement NCAP after the program was launched in the cities of Parañaque, Valenzuela, Manila, Cauayan, and Quezon.

“This is a program that Bataeños can be proud of. Your local government now implements this breakthrough technology to ensure that our citizens are safe regardless if they are the driver of the motor vehicle, a commuter, or pedestrian,” said Bataan Governor Albert Garcia.

The local government has made no comments if NCAP will be implemented in other roads and thoroughfares in the future.
