Eastern Visayas is not exempt from the drama surrounding cops and politicians.

Barangay Captain Edgar Dela Rosa of Barangay Baco, Leyte, Leyte did not mince words when he filed charges against Lt. Col. Marben Ordonia, head of the Regional Intelligence Division of Police Regional Office (PRO-8) and Lt. Col. Duane Francis Ducducan.


Ordonia and Ducducan linked Dela Rosa to a criminal group suspected of terrorizing Ormoc City and other areas in the third district of Leyte.

Dela Rosa, in turn, charged the police officials of tarnishing his reputation.


The said complaint stemmed from a supposed "confidential memo" released by the PNP Regional Intelligence Division of Region 8 and the Leyte Provincial Police Office (LPPO) that mentioned Dela Rosa having connections with the "criminal group".

Dela Rosa said the alleged "confidential" document was circulated to all PNP stations in the third district of Leyte and in Ormoc City after his re-election to the Barangay last October 30, 2023.

The barangay chief pointed out that the document that was circulated is not actually “confidential” in nature as it had reached several other citizens in Leyte. Captured photos of the memo were sent to various social media messenger group chats. Thus, Dela Rosa claimed, this tarnished his reputation as an elected public official.

He added that the document signed by the police officials specifically described him as the leader of the crime group. Dela Rosa said this was issued without verification and constitutes grave misconduct and conduct unbecoming of police officers.

On the other hand, PRO-8 Regional Director Reynaldo Pawid responded to the circulating tussle between Dela Rosa and the police by asking for the hard copy of the said memorandum.

As of this writing, Dela Rosa has not provided Pawid with the print out or physical copy of the memo which they believe was in the possession of the police officials.
