Balisacan gives oath to new PPP Center chief

NEDA Secretary Balisacan led the oathtaking of Cynthia Hernandez as the new PPP Center Executive Director, which will further strengthen the goal to deliver efficient PPP projects in the country.

Socioeconomic Planning Secretary Arsenio M. Balisacan administered the oath to the new Public-Private Partnership Center (PPPC) Executive Director Ma. Cynthia C. Hernandez Friday.


Hernandez is an experienced professional with expertise in infrastructure advisory, financial modeling, and valuation of infrastructure and energy projects and transactions. She also has a Bachelor of Science degree in Metallurgical Engineering from the University of the Philippines (UP) and a master’s degree in Development Economics also from UP.


“I am grateful to be given the opportunity to serve the Philippine government. I am optimistic that under the leadership of the President, who also champions the revitalization of PPPs in the country, we will be able to help drive economic development, and provide every Filipino with high-quality life,” Hernandez said.


Before joining the PPPC, Hernandez was the former principal in Deal Advisory Principal Resources at KMPG/R.G Manabat & Co., where she was also the Sector Head for Infrastructure, Energy, and Natural Resources.


She has gathered 22 years of expertise in corporate finance, valuation, business advising, and strategy and corporate planning in both the private and governmental sectors.


“The appointment of the new PPPC head will further strengthen our goal to deliver efficient PPP projects in the country. Now that the amendments to the Implementing Rules and Regulations (IRR) of the Build-Operate-Transfer (BOT) law is on its way, the government will be able to manage our tight fiscal resources given that more will be freed up through partnership with the private sector,” Balisacan said.


PPPC is the main driver of PPP initiatives and functions as the central coordinating and monitoring organization of all PPP projects in the country. It also leads the formulation of the IRR of the Amended BOT Law which was authorized in the Cabinet-level Committee last week.
