Ostensibly, the MOA aims to strengthen joint operations against colorum vehicles; however, with the looming deadline for PUV consolidation on April 30, some sectors believe this means that the national government is serious in "disenfranchising" and penalizing PUV operators who have yet to consolidate their franchises.
