A Threat to Democracy and Community Peace

Already, the upcoming elections in Eastern Visayas had been marred by a disturbing trend: the proliferation of private armed groups (PAGs) in the region.

These private armies, hired by political candidates or factions, are reported to terrorize communities, intimidate voters, and disrupt the electoral process.


Operating outside the law, they use violence and coercion to get their way.


These PAGs are rumored to be led by former military personnel, ex-convicts, and other notorious individuals, with a history of aggression.


Their presence created a climate of fear and uncertainty, making it difficult for ordinary citizens to exercise their right to vote.


However, the impact of PAGs goes beyond the electoral process.


They are also known to perpetuate a culture of violence and impunity in our communities. They are encouraging criminal elements and corrupting our institutions.


The presence of PAGs, or tolerating it, erodes trust in government and undermines the rule of law.


PAGs disproportionately affect vulnerable communities, such as farmers, fishermen, and small-scale business owners who are struggling to make ends meet. The presence of armed groups makes it even harder for their business to survive.


Authorities must take immediate action to address this issue and work with local communities to identify and disarm these groups.


We must recognize that the root cause of this problem is the political culture that perpetuates the use of violence and intimidation.
