2 Lagunense bills pass Congress

The House of Representatives passed on the third and final reading of two bills co-authored by Laguna representatives last August 21.

The first one is House Bill No. 10270, or the “Career Progression System for Public School Teachers Act,” which aims to promote the professional growth of public school teachers.


It is co-authored by Calamba Representative Charisse Anne Hernandez, Second District Representative Ruth Mariano-Hernandez, and First District Representative Ann Matibag.
The bill seeks to create the five new teaching positions of Teacher IV, V, VI, VII, and Master Teacher V and the appropriate salary grades for each.


It also prohibits the demotion in rank and cutting of salary, benefits, and other privileges of employees.


A Comprehensive Performance Assessment based on merit, fitness, and competence shall be conducted for the promotion of teachers and two successive assessments with a grade of ‘ineffective’ (Below 60 over 100) shall undergo a remedial program.


Meanwhile, the House also passed House Bill No. 10723, which seeks to put a tax exemption on incentives, rewards, bonuses, and other forms of emoluments received by national athletes and coaches.


This is to acknowledge national athletes who compete and win international competitions and to encourage donations to fund training and competition-related expenses.
The bill is co-authored by Second District Representative Ruth Mariano-Hernandez and Biñan Representative Len Alonte.
